A private hero-management conglomerate has turned enhanced people into a protected industry, while a damaged civilian investigation cell tries to prove that the most marketable heroes are also the least accountable criminals. Every revelation threatens to become another product, every witness can be discredited, and every act of justice risks looking like terrorism once the cameras start rolling.
